Assessment Validation Unpacked: Guide to Validating Assessments
RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.Although we have published several articles on validation, let’s revisit the term. ASQA describes validation as a quality review of the assessment process.
Validation involves checking which aspects of an RTO's assessment process are accurate and identifying areas for improvement. With a solid understanding of its components, validation is less intimidating.
As per Clause 1.8 of the SRTOs 2015, RTOs are required to ensure that their assessment systems, including RPL, meet training package requirements and are conducted following the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The primary validation type ensures compliance with the training package requirements for your RTO's assessments.
The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.
Thus, we understand that validation is done before and after the assessment. This article highlights the first type: assessment tool validation.
Defining the Two Types of Assessment Validation
Decoding Assessment Validation
As discussed before and in previous blogs, validation includes two processes: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or verification, also known as assessment tool validation, relates to the first part of the clause, ensuring all unit requirements are met and workbooks are 100% compliant.
On the other hand, post-assessment validation deals with implementation, ensuring Registered Training Organisations follow the Principles of Assessment and Rules of Evidence.
For this piece, our emphasis will be on assessment tool validation.
Procedure for Assessment Tool Validation
Now that we’ve differentiated the two types of validation, let’s examine assessment tool validation in detail.
Ideal Times to Conduct Assessment Tool Validation
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.
This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.
There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.
However, this isn't the only instance to conduct this type of validation. Perform assessment tool validation when you:
- updating your resources
- when new training products are added on scope
- review your course against training product updates
- when learning resources are identified as a risk during your risk assessment
ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.
Which Training Products Should You Validate?
It's crucial to remember this validation ensures compliance of all learning resources before they are used. All RTOs should validate resources for each unit.
What You Need for Assessment Tool Validation
Learning Resources
To conduct assessment tool validation, you will need the entire suite of your learning resources:
Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.
Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.
Panel of Validators
Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.
Collectively, your validation panel must have:
Relevant vocational competencies and up-to-date industry skills for the unit being validated
Current knowledge and expertise in vocational teaching and learning
One of these training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or the equivalent successor
Validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

While ASQA does not have a recommended or required template for assessment tool validation, many templates are available online. These tools generally require validators to review the tools as a whole to see if they meet the principles of assessment.

While templates like these make validation easier, they also allow for judgment errors since there is little room for commenting on each assessment item.

Key Principles of Assessment
Fairness – Are equal opportunity and access ensured for everyone in the assessment process?
Flexibility get more info – Does the assessment offer multiple ways to show competence according to different needs and preferences?
Validity – Is the assessment evaluating what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment achieve the same results every time, regardless of who conducts the training? Will different assessors consistently make decisions on skill competence?
Evidence Basic Rules
Validity – Is the evidence verifying that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool verifying that the work is the candidate’s own?
Currency – Are the assessment tools aligned with current units of competency and contemporary industry practices?
Despite these being frequently addressed in VET professional development and nationally recognised training, heaps of tools still have problems with these requirements.
To avoid using learning resources that do not address all unit requirements, ensure you follow these guidelines:
Walk the Talk
Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
change diapers
bottle preparation, feeding infants from bottles, and cleaning equipment
prepare solids and feed babies
respond suitably to baby signs and cues
settle babies for sleep and prepare them
monitor and encourage physical exploration and gross motor skills suitable for the age
Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Notice the numbers. In the CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t meet the requirement.
All or Nothing
Mind the lists. In the previous example, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.
Can you be more specific?
Could You Be Clearer?
Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What types of information can be included in a work package?
Possible answers could include:
Compulsory resources
Associated expenses
Time allocated for activities
Allocated duties and responsibilities
If an assessment item calls for several answers, specify the number of answers needed from a student. This ensures your assessment is reliable, and the evidence gathered is valid.
The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:
Identify a hazard and/or environmental concern in the workplace and select the most effective hazard control hierarchy.
Answers could include, but are not limited to:
Weather conditions – isolating the work area, engineering controls, personal protective equipment
Work area and ground conditions – eliminating hazards, isolating, engineering
People – isolating, use of engineering controls, administrative controls
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolation, engineering controls, administrative controls
Equipment or machinery – isolation, engineering controls, administrative controls
Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.
Considering these requirements, you might wonder, “Don’t learning resource developers have audit guarantees?” But these guarantees mean you have to wait for an audit to rectify noncompliance. This impacts your compliance history, so it’s wiser to take a safe and compliant approach.
